Supply Base Manager (Lynchburg, VA)

Job Summary:
Provides the direction for optimum sourcing of the assigned commodities. The Supply Base Manager is considered the corporate expert for the assigned commodities and leads the development and implementation of the global supply base strategy to realize established goals and objectives. It is expected that the Supply Base Manager will have responsibility for greater total purchase and/or greater supply risk than other Tyco Electronics Procurement commodity personnel, in addition to exhibiting a high level of expertise in negotiating contracts, including terms and conditions. May be responsible for supervising Supply Base Specialist(s) and any other assigned personnel.

Job Requirements 
BA/BS + min 6 yrs of experience or MA/MS + min 3 yrs experience. ISM/APICS Cert. required. Proficiency in following area required: RFQ process: Ablty to draft standard RFQ/RFI & E-procurement tech with requirements & ablty to analyze suppliers' response. Knwldge of contracts: A)Basic knwldge of contract language associated with material lead-time,MOQ,pack quantity&price.B)Advanced knwldge. C)Understand standard T's&C's. Understand impact of suppliers' proposed deviations to our standard T's&C's, recommend responses &/or action plans. D)Ablty to develop non-standard contract language. Ablty to communicate with attorney & BU on applicable issues. E)Validates & pre-approval of contract T's&C's. Contract negotiation: A)Utilize/draft standard T's&C's for RFQ's. Recommends responses to suppliers' proposed deviations. B)Ablty to find common ground with applicable parties & draft non-standard language to support complex agreements. Supplier Selection Process: A)Knwldge of Apprd Supplier List & supplier lead times. B)Thorough undstndg of supplier eval & approval process. Supplier Evals: Performs supplier evals, including inspection plan development, monitoring supplier quality, delivery, & conformance to requirements; Develops corrective action plans as needed based on eval results. Analysis/resolution of quality issues: Ablty to understand root cause of quality issue & facilitate communication between supplier & Tyco quality for resolution. Sourcing: A)Undstndg of Supplier Approval Process & relationships of related functions to ensure compliance. B)Gen undstndg & application of Supplier Capacity Planning, single/dual sourcing strategies & prior level. C)Manage sourcing initiatives within assigned commodities. E-Procurement: Ablty to draft & use standard & E-procurement tech & ablty to analyze suppliers' responses. Commodity/Proj Strategies: A)Undstndg of strategies, risk & opportunities within assigned commodities. B)Facilitate development of strategy & identify risk & opportunities within scope; may include development of supply base for new products. C)Manage impl of strategies within scope. D)Manage multiple commodities. E)Development of detailed Commodity Plans. Price/cost/total cost analysis: A)Demonstrated ablty to perform cost/price analysis with total cost of ownership as objective. B)Utlz total cost of ownership analysis with supplier/commodity/proj strategies. C)Absolute ownership for meeting targets for assigned areas. Cost avoidance/reduction: A)Ablty to identify, negotiate & implement cost avoidance/reduction opportunities through total cost analysis as applicable. B)Rsbl for meeting savings targets for assigned areas. C)Absolute responsibility for meeting savings targets for assigned areas. Market tech trends: Understand the effects of tech innovations, economics & global issues on a specific commodity or product. International material stream issues: Understand world economics, taxation issues, currency impacts & total cost of ownership. Manage small work group: A) Lead & facilitate internal teams & supplier meetings. B)Lead small projects within assigned commodities or business unit. C)Lead larger proj teams, may be cross-functional, within assigned commodities or business. D)Manage Direct Reports. Reading eng drawings: Knwldge of stock list, notes & pictorials to determine component & subassembly requirements. EC process: Knwldge & undstndg of changes, i.e. components that are changing, effective dates, excess/obsolete material disposition, so that the material stream may be managed with respect to ramp up/ramp down, 1st article, effectivity dates & investment. Escalation of expedites: A)Knwldge & undstndg of timely execution of escalations internally & externally. B)Take ownership & create resolution to meet requirements with little or no Manager involvement. C)Have absolute ownership over resolution of suppliers' material or process constraints & facilitate solutions. Travel req 25% total, both domestic & intl.
